What our fees cover
Activities and fees we charge for include:
- registering with post-1989 forest land in the ETS
- adding post-1989 forest land (carbon accounting areas)
- processing emissions returns
- processing notifications of changes of ownership/control of forest land (transfer)
- travel costs
Not all of the charges listed on this page may apply to you, and there may be other charges not listed here.
Note, MPI does not charge for transactions related to pre-1990 forest land in the ETS.
Registering as an ETS participant
MPI will charge you for processing your application to register as an ETS participant.

Emissions returns
Emissions returns are used to calculate changes in the carbon stock of your registered forest. These may be:
- required at certain times or for certain transactions – for example, at the end of a 5-year mandatory return period, or when you sell forest land
- voluntary – when you want to claim carbon credits for increases in your forest's carbon stock.
You also need to submit an emissions return when you are deregistering from the ETS or removing post-1989 forest land.
In addition, if you're selling or transferring the land, you'll need to submit an emissions return.

Adding land to your registered forest land
To add land to your registered forest land, you need to apply to add additional carbon accounting area/s (CAA). CAAs are the basic area used to track carbon stock changes in registered post-1989 forests. We don't charge for applications to remove a CAA.

Other charges
When ownership or control of post-1989 forest changes, you must notify MPI. We'll charge you a fee for processing this – called a transfer of participation. Forest land is transferred when:
- post-1989 forest land is sold
- a registered forestry right or lease is assigned to somebody else
- a registered forestry right or lease is granted or expires
- forest land is otherwise transferred or transmitted – for example, through inheritance or court order.

Travel charges
If MPI staff have to travel to your land to confirm its eligibility status in the ETS, you'll be charged $132.88 an hour (or $115.55 excl GST) for their time. Other travel-related costs may also apply.
